Wow. Deliberately breeding animals with that kind of genetic defect for amusement is just unpleasant, and I wish some uncurable neurological disease upon the people doing it. Then see how funny they think it is.
I don't think they're bred for amusement. I think they're bred for milk or food, and possibly for scientific research. Then again, what I know about goats is not a lot.
No. Don't, really. Don't ask any veterinarian or veterinary technician who's supposed to try and alleviate the pain when they have arthritis at 3 years old.

A few individuals in a neurological research facility would be one thing. If they're registered as a breed, and people are being encouraged to breed them, that's just humans showing how sick they are, yet again.
From what I remember, something they have also been used for (no idea if it's done anymore, probably not since there'd likely be protests) is to have fainting goats together with more "vital" livestock, so that in the case of a predator attacking, the other animals will get away as the fainting goat becomes the easy target.
